Jay B. Stephens is senior vice president and general counsel of Raytheon. In this role, he also directs corporate staff activities in the areas of real estate, insurance, health and safety, environmental quality, and ethics. Stephens has served in a variety of legal and leadership positions in both government service and the private sector.
