One wonders when that "one time" was, and exactly who it was that "considered" that to be the case?

My understanding is that the overwhelmingly undisputed "heir apparent" was always one Mo Dalitz.

Friends of Michael Jackson will tell you there was no connection between Malnik and Lansky. At The Forge, upstairs in the old casino, in 1977, Lansky’s s epson, Dick Schwartz, murdered Craig Teriaca, son of a Mob figure, after a quarrel over $10. BTW, Richard Nixon partied at The Forge.
